Declaration on accessibility

The University of Koblenz, as the operator of the website, endeavours to design the website in accordance with the relevant accessibility regulations. The following legal provisions apply to us: State Law on Equal Opportunities for People with Disabilities (LGGBehM) and Rhineland-Palatinate Accessible Information Technology Ordinance (BITV RP).

This declaration on accessibility applies to the website of the University of Koblenz, which can be accessed at www.uni-koblenz.de/de and www.uni-koblenz.de/en, but not to websites that are not offered in the central editorial system of the University of Koblenz.

Status of compatibility with the requirements

The website (www.uni-koblenz.de) and the corresponding mobile content are partially compatible with BITV RP due to the following incompatibilities and exceptions.

The website of the University of Koblenz is being adapted and optimised in accordance with EU Directive 2016/2102 on the implementation of accessible internet for the general public. The identified deficits and shortcomings are currently undergoing an improvement process that is being successively worked through.

PDF documents and forms

  • Some of our PDF documents and forms available for download are not barrier-free or accessible.

  • We will endeavour to provide an accessible version of new PDF documents and forms for download as soon as possible.

  • If you require a specific PDF file or form that is not yet available in an accessible version, please contact us at service@uni-koblenz.de. Please indicate the form in which you require the file and the e-mail/postal address to which we should send it.

Publications

  • Our publications are currently not accessible.

  • For publications that appeared before September 2018 and are not part of an active administrative procedure, no subsequent conversion into accessible PDF documents is generally planned. For new publications, we will endeavour to provide an accessible version as soon as possible.

Videos

Our embedded videos are published on video platforms. It is not possible to provide the required audio descriptions for some of these videos. As a result, WCAG success criterion 1.2.5 (audio description recorded) is not met. We are of the opinion that a correction would represent a disproportionate burden in terms of accessibility regulations.

Texts and navigation

  • Alternative texts for images, graphics and maps are missing in some cases.

  • Links can be incomprehensible.

  • The hierarchy of headings is sometimes not adhered to.

  • Some tables are not correctly labelled or are used to position content.

  • Some lists have only one entry or are not correctly labelled.

  • No information is provided in German Sign Language and Easy Language on the homepage.

  • Some pages are not available in one language.

  • These pages are therefore not compatible with the success criteria of WCAG 1.2.6 (Sign language), 3.1.3 (Unusual words), 3.1.4 (Abbreviations) and 3.1.5 (Reading level).

Justification

The University of Koblenz has a very extensive and diverse website, which is edited by over 1,000 decentralised editors. Therefore, editorial omissions in the area of accessibility cannot be completely avoided.

A large number of documents (file formats of office applications, e.g. PDF files) are provided on the website, most of which were created before September 2018. In view of the volume, it has not yet been possible to convert these documents. We are endeavouring to gradually convert them into an accessible format. Some documents are supplied by third parties and are not accessible.

Potential for optimisation

The Plone 6.x content management system is used for the editorial and technical operation of the site. A complete restructuring of the layout, design and user guidance is currently in progress. In the course of continuous further development, all technical requirements for an accessible website have been created. No BITV test has yet been carried out by third parties for the content listed.

In terms of content, texts have been optimised in terms of structure, headings and content and the existing images and graphics have also been supplemented with descriptive alternative texts.
