Research Lab - OOP implementations
Organisation
- Study program: Master of Science: E-Government, Information Systems, Web and Data Science, Information Management / Digital Business Management
- Schedule: The kick-off meeting of the research lab will be organised once at least 6 people are registered in Klips. Regular formal meetings will take place every two to three weeks.

Background
The once-only principle has been introduced as a strategic objective of the eGovernment Action plan 2016-2020 by the European Union. In 2017, two projects (SCOOP4C and TOOP) had been co-funded by the European Commission (EC) to investigate how the OOP can be implemented. Furthermore, the Single Digital Gateway Regulation has been enforced in 2018. The EC has worked intensely with the EU Member States to develop the Technical Design Documents and the Once-only Technical System for the SDG implementation and the OOP implementation. In 2017-2018, the SCOOP4C project conducted a study on OOP cases and enablers in place in different member states.
Research objectives and tasks
The research lab aims to conduct a systematical analysis of OOP implementations and their maturity in the EU Member states since the SDGR, its implementing act and the OOTS are in place. The study will involve desk research, literature analysis and case studies. To some extent, interviews will also be executed. The scope of OOP implementations incudes public services for citizens and for businesses as well as different kinds of OOP enablers.
The following works are to be conducted as part of the research lab:
- Familiarize yourself with the subject of OOP and the work conducted in the SCOOP4C project, including methodical approaches.
- Conduct a systematic literature analysis on the OOP to establish rigor of the research and to clarify the main concepts to be considered.
- Develop your own methodical approach and divide the countries to be studied within the group.
- Conduct desk research and case study research to identify and analyze the OOP cases and enablers in each country.
- Assess the maturity of the different OOP cases and enablers and evaluate the overall readiness of OOP implementations in each EU Member State.
- Document the results in the project handbook and develop a scientific paper of the findings.
- Conduct regular project management activities
- Prepare and give the final presentation
